Recently, the Ministry of Commerce and other 9 departments jointly issued the "Guiding Opinions on Promoting the High-quality Development of the Automotive Aftermarket" (hereinafter referred to as the "Guiding Opinions"), clarifying the overall goals and main tasks of the development of the automotive aftermarket, promoting the high-quality development of the automotive aftermarket, promoting the steady growth of the scale of the automotive aftermarket, continuously optimizing the market structure, significantly improving the level of standardization, continuously optimizing the automobile use environment, and better meeting the diversified automobile consumption needs of consumers.

    The Guiding Opinions put forward seven policy measures. The first is to optimize the circulation environment of auto parts, propose to formulate and implement auto aftermarket parts circulation standards, encourage the development of chain operations and other parts circulation models, and promote the standardized, transparent and efficient development of auto parts circulation. The second is to promote the quality and upgrading of automobile maintenance services, and propose to accelerate the construction of new energy vehicle maintenance technical standard system, strengthen after-sales maintenance training, develop automobile green maintenance, improve automobile maintenance digital service capabilities, and better support the development of the new energy vehicle industry and protect the rights and interests of vehicle owners. The third is to build a multi-level automobile racing pattern, support the development of new energy vehicles, intelligent networked vehicles and other new events, and develop international and national automobile events. The fourth is to accelerate the development of the traditional classic car industry, propose to study and formulate domestic management and import policies for traditional classic cars, and support local exploration of bonded display and custody services for traditional classic vehicles. The fifth is to support the construction of camps such as self-driving caravans, strengthen policy support, and promote the development of RV tourism consumption. The sixth is to enrich the experience of automobile culture, support local governments to promote the construction and operation of automobile museums and car theaters, and organize and carry out automobile cultural exchange activities. The seventh is to optimize the financial services of automobile consumption, and encourage financial institutions to optimize financial services for automobile consumption under the premise of legal compliance and controllable risks.

    The "Guiding Opinions" requires that we accurately grasp the development law of the automobile market and fully understand the positive significance of the development of the automotive aftermarket. Accelerate the construction of relevant laws and regulations and standards and quality certification systems in the automotive aftermarket, and improve the level of administration and standardization according to law. Give full play to the role of industry organizations as a bridge, timely reflect the demands of industry enterprises, and build an industry exchange service platform.
